A native of West Monroe, Paul graduated from the University of Louisiana at Monroe with a bachelor of business administration in accounting. Paul's past experience includes nearly 20 years with Ouachita Parish's signature employer; CenturyLink, a Fortune 150 company, where he managed the state and local tax department. He served as the company's chief lobbyist for general business and tax issues and represented the company on numerous industry and professional association boards and committees.
He was appointed by Governor Mike Foster to the Louisiana Economic Development Reorganization Task Force. He served as Vice Chairman of the task force.
Paul was twice elected to the Ouachita Parish Police Jury and served as Chairman of the Finance Committee, Chairman of the Public Works Committee and Parish Vice President.
He was appointed to the Tax Commission by Governor Jindal. This is the group that determines the tax rules for all sixty-four parishes and makes final judgment on appeals from citizens and businesses concerning their property taxes. He represented Dist. 5 which includes twenty-four North Louisiana Parishes. Gov. Jindal nominated Paul to the Delta Leadership Institute Executive Academy in September 2011. DLI-EA is an 8 state, leadership training program coordinated by the University of Alabama.
